What is Pension Commutation in Pakistan?
Under Pakistan Civil Servants Pension Rules, when a federal or provincial government employee retires, they are legally entitled to exchange a portion of their monthly lifetime gross pension for an immediate, tax-free lump-sum cash payout. This process is officially termed Commutation of Pension.
Historically, civil servants could commute up to 45% or 40% of their gross pension. Under the current streamlined civil service pension regulations notified by the Ministry of Finance, the standard maximum commutation allowed across federal departments is 35% of Gross Monthly Pension, while the remaining 65% is disbursed as ongoing monthly pension along with monthly medical allowances and notified ad-hoc relief increments.

The calculation of your retirement commutation payout involves three distinct stages:

Worked Calculation Example (BPS-17 Officer)
Let us consider a Gazetted Officer (BPS-17) retiring at the superannuation age of 60 years:
- Last Basic Pay: ₨ 99,000
- Total Qualifying Service: 30 Years (Maximum counted service)
- Age next birthday: 60 Years (Age Factor = 12.3719)
Step-by-Step Numbers:
- Gross Pension: (₨ 99,000 × 30 × 7) ÷ 300 = ₨ 69,300 per month
- 35% Commuted Portion: ₨ 69,300 × 0.35 = ₨ 24,255 per month
- 65% Net Monthly Pension: ₨ 69,300 × 0.65 = ₨ 45,045 per month
- Total Commutation Payout: ₨ 24,255 × 12 × 12.3719 = ₨ 3,600,928 (₨ 36.01 Lac)
- Monthly Medical Allowance (25% of net pension): ₨ 45,045 × 0.25 = ₨ 11,261
- Final Monthly Take-Home Pension: ₨ 45,045 + ₨ 11,261 = ₨ 56,306 per month
When Is Commuted Pension Restored in Pakistan?
One of the most valuable aspects of the Pakistani civil service pension system is the Restoration of Commuted Pension:
- When you commute 35% of your pension, the government pays you an upfront lump-sum calculated over your life expectancy factor (e.g., 12.3719 years for a 60-year-old).
- Once you survive that exact time period (i.e. 12 years and 4 months, reaching age 72), the deducted 35% monthly portion is fully restored to your monthly pension check.
- Upon restoration, you also receive all compound ad-hoc increases that were notified by the government during the intervening years on that 35% portion.
Gratuity vs. Pension: What If You Have Less Than 10 Years Service?
If an employee leaves government service with less than 10 years of qualifying service, they are not entitled to a monthly pension. Instead, they receive a single lump-sum Service Gratuity equal to one month's emoluments for each completed year of qualifying service.
